About the Role

The Associate Director, Financial Control (Program/Budget) serves as the principal advisor to the Director, Program and Financial Control, overseeing financial control procedures and reporting requirements to support the Department of War (DoW) planning, programming, budgeting, and execution process. This role is responsible for establishing and maintaining effective control over all DoW financial resources, leading the strategic priority of achieving a clean financial statement audit opinion.

What You'll Do

  • The Associate Director, Financial Control (Program/Budget) serves as the principal advisor to the Director, Program and Financial Control and other senior leaders on all matters related to financial control, audit remediation, and budget execution to support the Department of War (DoW) planning, programming, budgeting, and execution process.
  • Major duties and responsibilities include, but are not limited to: Provides executive leadership for financial control, audit, and internal controls, serving as the DoW's principal liaison with the Government Accountability Office and the Office of the Inspector General for Program/Budget financial audits and investigations.
  • Partners with the Associate Director, Data and Systems (Program/Budget) to validate that new and modernized systems, data structures (such as the Standard Financial Information Structure, and analytics platforms effectively support the resolution of audit findings.
  • The incumbent provides executive direction and policy guidance to staff members engaged in the following activities: Programming/Budget - Provides technical guidance and instructions on DoW requirements for preparation and submission of budget estimates to the OMB and Congress; reviews and clears for submission to Congress all summary data in budget justification books.
  • Policy Formulation and Legislative Analysis: Directs the process of "scoring" legislative proposals to estimate their financial effects on budget authority and outlays.
  • Ensures that legislative proposals with budget implications are consistent with the President's Budget and that funding is confirmed before seeking OMB clearance.
  • Reports - Reviews DoW-wide summary financial reports for reasonableness, accuracy, compliance with instructions, and consistency with other financial data; prepares and publishes a series of integrated financial tables that summarize DoW financial operations; reviews annual certifications pursuant to Sec. 1311 (P.
  • L. 83-663) for compliance with instructions, consistency with other reports and control data, and identifies unusual cases not covered by Governmentwide instructions; reviews recurring monthly reports for apparent or possible violations of Sec. 3679 R.S.; and prepares and publishes data on amounts available for restoration to expired accounts pursuant to 31 U.S.C. 701-708.

Requirements

  • You must be a U.S. citizen to qualify for this position.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • You must submit to a drug test and receive a negative drug test before you can be appointed into this position.
  • Designated and/or Random Drug Testing required.
  • In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).

  • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.

  • This is a Financial Management Level 3 Certified position.
  • In accordance with Public Law 112-81 (National Defense Authorization Act for Fiscal Year 2012) and DoW Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe.
