You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts Department of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,370).
What You'll Do
- →You will monitor and track the team's workload, ensuring contract actions are executed timely and comply with pertinent statutes and regulations.
- →You will motivate, lead, mentor, and train a diverse team while fostering collaboration and high performance.
- →You will routinely apply independent thinking to issues and correctly use processes, procedures, and regulations.
- →You will work on multiple tasks simultaneously, diffuse stressful situations, demonstrate patience, and communicate across the organization.
- →You will personally work on complex procurements and provide technical expertise on challenging contract actions.
- →You will act as technical advisor to program management offices in planning, coordinating, establishing milestones, and preparing procurement plans.
- →You will analyze requirements to develop meaningful statements of work and purchase descriptions with technical, legal, and patent personnel.
- →You will determine the contract type best suited to requirements and develop applicable special clauses, terms, and conditions.
- →You will resolve post-award contract administration issues and ensure timely contract performance.
- →You will close out contracts or work with Defense Contract Management Agency to complete contract closeout actions.
- →You will apply acquisition knowledge, procurement laws, regulations, precedents, and techniques to pre-award and post-award contracting actions.
- →You will negotiate sole-source contracts, contract modifications, and complex procurement requirements during pre-award and post-award phases.
- →You will use Contract eBusiness Systems, including Electronic Procurement Systems (EPS), Seaport, and Acquisition Management System (AMS).
- →You will ensure the organization's strategic plan, mission, vision, and values are integrated into the team's work through clear communication and aligned goals.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
