About the Role

The VA Greater Los Angeles Healthcare System is recruiting for an Administrative Officer to serve under Nursing, Acute Care. The purpose of the Administrative Officer is to perform all administrative functions to include HR management, budget and finance, management and program analysis, committee support, office support services, document control, logistics and other tasks as assigned.

What You'll Do

  • Duties included but are not limited to the following: Serves a complex clinical Service, comprised of clinical and non-clinical staff, including Title 38 providers, and Hybrid Title 38 and Title 5 clinical, technical, and clerical personnel.
  • The Administrative Officer is an expert in all three major VA systems (Title 38, Hybrid Title 38 and Title 5), related laws, regulations and processes, in order to manage, oversee and perform functions related to operations, in support of the supervisor and staff, and to be able to educate and advise service staff and management.
  • Involved in researching new management and business practices which may be suitable for adoption by the Service to improve administrative and clinical operations in compliance with regulatory organizations and guidelines.
  • Identifies resources required to support varied levels of Service operations; or analyzing and evaluating proposed changes in operating procedures.
  • The incumbent has input into leadership decision-making processes and implements administrative decisions affecting the Service.
  • Responsible for the development, implementation and/or evaluation of the HAS budget, contract management, personnel management, coordination of educational activities, supply, equipment and procurement management.
  • Applies principles and/or practices health care management, methods, techniques and skills in integrating the business goals of the Health Administration Service (HAS) with the strategic goals of the Healthcare System.
  • Provides technical and administrative support to 1 GS-6 Secretary and GS-7 Program Specialist.
  • Oversees the daily operation of the unit, ensures that agency policies and/or priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Conducts interviews for vacant positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
  • Provides administrative, technical, resource utilization and/or financial management of the administrative functions and operations of the service.
  • Works closely with the Chief of other Administrative Services, Nurse Managers, Supervisors, Physician Chiefs, Program Specialists, Management Analysts, and/or other members of the multidisciplinary healthcare teams to ensure the mission and vision of the VALBHS are met.
  • Identifies program resource requirements, ensures appropriate acquisition and/or allocation of essential resources, and accounts for the effective utilization of all available resources in support of program activities.
  • Responsible for all administrative operations and coordinates optimal functioning of the Environment of Care.
