What You'll Do
- →As an Acquisition Management Specialist, you will perform the following duties: Serve as the Senior Acquisition Management Specialist, working as a liaison with the Acquisition and Grants Office (AGO), and within the organization, performing a variety of procurement and acquisition functions.
- →Lead, conduct or participate in developing an acquisition strategy that identifies the acquisition approach, including cost and risks, meeting program objectives, and addressing obsolescence, supportability and technology refresh during the system or program life cycle.
- →Analyze, develop, and evaluate detailed plans, goals, and objectives for short and long-range implementation of assigned operations and programs.
- →Define project scope, unique requirements, milestones, establish deliverables, set priorities, and coordinate and integrate program or project activities.
- →Develop procedures and systems for assessing the effectiveness of programs and management processes.
- →Serve as the procurement and contract expert advising senior management, leading and overseeing contract development and administration to obtain high-quality professional and technical services to meet the office's goals and objectives.
- →Procure supplies and services that may require specialized handling provisions, terms and conditions.
- →Advise contracting officer representatives, program managers, and technical personnel on the development of statements of work.
- →Formulate contracting approach, secure supplies, services or construction, and formulate guidelines.
- →Implement new developments, and provide policy interpretation to support contracting activities.
- →Serve as Contracting Officer Representative (COR) Level III and Grants Federal Program Officer Lead to participate in multiple phases of the federal acquisition life cycle, including pre-solicitation, solicitation, award, contract administration and management.
- →Develop technical and administrative requirements for small to large ($11M+) contracts, required to support the mission and function of the office, and assist in developing contract projections and preparing requisitions for the procurement of required goods and services.

- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
- ✓Failure to successfully meet these requirements will be grounds for termination. *Note: A one year probationary period will be required unless you are a current Department of Commerce (including NOAA) employee and are in the same line of work and with no more than a 30 day break in service.
