About the Role
This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Under Secretary (UNSEC), Office of Space Commerce (OSC), with 1 vacancy in Suitland, MD.
What You'll Do
- →As an Acquisition Management Specialist, you will perform the following duties: Serve as Senior Acquisition Policy Advisor and a Contracting Officer Representative (COR) for the Staff Office.
- →Lead and oversee contract development and administration to obtain high quality professional and technical services to meet agency goals and objectives.
- →Provide training on a variety of acquisition systems, policies, procedures, and programs for the staff office.
- →Manage the Acquisition Budget by reviewing all obligations for travel, supplies, and training.
- →Conduct audits of Purchase Card and COR files to ensure compliance of applicable policies, procedures, and regulations.
- →Engage with staff through the procurement process, such as developing Statements of Work, writing memorandums, processing invoices, and cradle to grave contract administration to include closeouts according to established guidelines.
- →Provide procurement of supplies and services while using expert knowledge of the Federal Acquisition Regulations Simplified Acquisitions Procedures, Commerce Acquisition Regulations, and National Oceanic and Atmospheric Administration (NOAA) procurement policies and procedures.
- →Review requisitions and other forms and documents to ensure proper specifications or purchase descriptions are included.
- →Contact technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items.
- →Contact vendors and representatives to discuss the completion of paperwork and tracking information, as well as gather necessary information in support of tasks.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by closing date of the announcement.

- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
